Most distribution and residential service poles are treated Southern Yellow Pine, classified by height and by strength class (Class 1 is the thickest, Class 10 the thinnest). Material is the small half of the bill. Setting a pole takes a digger derrick truck, a line crew, and a properly bored hole. Professional installation typically adds $1,000 to $2,500, driven by access and soil. On land with hard limestone or caliche, the crew has to bring rock-boring equipment, and that alone can double the labor line.
A complete private installation therefore lands in roughly the $1,500 to $4,000 range, with rock, distance from existing line, and difficult access as the variables that move it. Treat any published range as a way to sanity-check a quote, not as a substitute for one.
Emergency Replacement: Cost and Who Carries It
When an in-service distribution pole fails, the cost climbs well past a new install. Emergency dispatch rates, specialized crews, traffic control, and the work of transferring live high-voltage conductors all get added. Replacing a standard wood distribution pole under emergency conditions commonly runs $3,000 to $8,000. A pole carrying three-phase transformers, voltage regulators, reclosers, or multiple communication attachments can run well into five figures.

When a driver strikes it, the utility's recovery runs against the driver, and in practice the driver's auto liability carrier is billed for the emergency replacement. If the driver is uninsured, underinsured, or leaves the scene, the utility ordinarily absorbs the replacement as an operating cost rather than turning to the landowner whose property the pole sits on.
That is the general pattern, not an absolute. A landowner who caused or contributed to the collision, or who damaged the pole with their own equipment, is in a different position. If a strike happens on your land, photograph the scene and the pole before the crew arrives — you are the only person present who has any reason to record what the pole looked like independent of the parties who will be arguing about it.
Storm damage versus pre-existing deterioration
When a pole comes down in a wind event, the utility replaces its own infrastructure at its own cost. The dispute is almost never about the pole. It is about everything the pole landed on — your fence, your barn, a vehicle, a stock tank, standing pasture — and that is where the landowner, the utility, and two insurance carriers can end up pointing at each other.
The pivot in that argument is condition-before-loss. A sound pole that failed in extraordinary wind is a weather event. A rotted pole that came down in ordinary wind is a maintenance question. Both look identical lying in your pasture, and the evidence about which one it was is almost entirely gathered after the fact by people with an interest in the answer.
Relocation Costs and the Easement Boundary
Landowners ask for poles to be moved for ordinary reasons: a new driveway, a home addition, a barn, a cleaner sightline from the gate. The exception worth surveying for
A utility's right to occupy your land runs to the boundaries of its recorded easement and no further. If a survey shows that a pole, an anchor, a guy wire, or an overhead service drop sits outside those boundaries, the analysis changes completely: the utility is using your property without a legal right, which is trespass rather than an easement question.
Remedies in that posture include removal or relocation at the utility's cost, negotiating a new easement with compensation for the encroachment, or suit for damages. The Wear-and-Tear Denial, and What Documentation Actually Does
When an unmaintained pole fails in a weather event and damages something of yours, a second financial problem arrives behind the first: your own carrier.
Standard homeowners policies exclude wear and tear and deferred maintenance. Adjusters know it, and the field adjuster who comes out will examine the base of the fallen pole for rot, fungal decay, insect damage, and a hollow butt. If they find it, the argument writes itself — the pole failed from years of neglect rather than from the wind, the cause is excluded, and the claim is denied. You are then arguing about the condition of an object you never owned, from photographs taken after it broke.
A dated, located photograph of a sound pole base taken before the storm changes the shape of that conversation. It gives you something to set against the adjuster's post-loss finding, and it moves the dispute from your recollection against their inspection to two pieces of evidence that can be compared.
It does not bind the carrier, and anyone who tells you otherwise is selling something. What Texas HB 144 Changed for Landowner Reports
Texas House Bill 144 (89th Legislature, 2025) added Section 38.103 to the Texas Utilities Code, effective September 1, 2025. Under §38.103(a), each electric cooperative, electric utility, and municipally owned utility that distributes electric energy to the public submits to the Public Utility Commission of Texas a plan for the management and inspection of the distribution poles it owns.
The enacted statute sets no filing date of its own. The January 1, 2027 date for that initial plan comes from the commission's implementing rule at 16 TAC §25.63(c)(1)(A), adopted July 30, 2026 under PUCT Project No. 59431 and effective August 19, 2026. The statute creates one recurring filing after that: an annual compliance update due not later than May 1 of each year under §38.103(c).
The part that matters to a landowner is §38.103(b)(5). One of the seven required plan elements is a description of the entity's processes for documenting and responding to a report or complaint made by a landowner regarding the condition or repair of a distribution pole. Plans are not self-certified: the PUCT engaged Guidehouse, a $5.7 billion global consulting firm, for up to $3.5 million to review utility submissions, and authorized Guidehouse to hire 14 staff dedicated to that review.
Be clear about what this does and does not give you. It does not create a personal right to a repair, and the statute sets no response clock — §38.103(b)(4) has each entity state its own estimated timeline for remedial action. What it does is make the handling of landowner reports part of a documented process the commission reviews. A report that exists in writing, with a date and a location, is a fact in that record. A phone call that produced no ticket is not.
