For utility employees and joint-use professionals, ownership verification is a different problem. You're not trying to figure out whose pole is on someone's property — you're trying to reconcile ownership across your organization's records, joint-use partner records, and physical inspection findings.
Traditional verification pathways:
Internal asset records. The utility's own GIS, work-order system, or pole database is the first source. If the pole is in your records with a valid asset ID and inspection history, ownership is clear from your side.
Joint-use agreements. Bilateral joint-use agreements between electric utilities and telecoms establish who owns which poles in a given service territory. These agreements may be decades old and may have been amended multiple times. The current active agreement is the authoritative reference.

The Independent Verification Question
Here's the harder question: when ownership records disagree, or when a party claims ownership without documentation, how can the disagreement be resolved without relying on either party's word?
If the electric utility says the pole is telecom's responsibility, and telecom says the pole is electric's, and physical inspection finds ambiguous tags — the traditional resolution is negotiation between the two parties, sometimes escalating to state utility commission complaints.
A different path is to make the observation checkable, separately from the ownership question. When a pole is inspected and its ownership determined — whether from a tag, an internal record, a joint-use agreement, or a physical characteristic — that determination can be captured as evidence: a photograph of the pole and its identifying marks, GPS coordinates locating it, and a digest binding those together into a record whose later alteration is detectable rather than silent.
This kind of evidence doesn't decide ownership by itself. What it does is narrow the disagreement. The parties may still disagree about who owns the pole; what they no longer have to argue about is what the photograph showed, where the device was standing, and whether either has changed since.
